On a month on month basis, consumer prices fell 0.2% from October.
Food prices, the main driver of inflation, rose 0.8% from a year earlier, while non-food inflation increased by 0.7%.
Core inflation, which excludes more volatile goods such as food, was up 0.2% month-on-month and 2.6% year-on-year.
The central bank expects inflation to average 1% this year, easing from 6.1% last year.
