A statement from his office said that: "The Secretary-General has been unequivocal in condemning the abhorrent terrorist attacks carried out by Hamas on 7 October and that there can be no justification for them. Martin Griffiths and other senior officials have made similar statements. That position has not changed. For the United Nations, designations of groups as terrorist organizations can only be made by the Security Council."
